With Aqua Paradise Baiana, PERBRA is initiating the development of an independent, internationally positioned water and leisure park on the Costa das Baleias in Southern Bahia.

The project is designed to combine contemporary water and leisure architecture with tropical landscape, gastronomy, hospitality and a high-quality visitor experience. The objective is to create a destination in its own right, appealing to holidaymakers, families, day visitors and the regional population alike.

Aqua Paradise Baiana is intended to create additional reasons to visit the region, encourage longer stays and complement the established tourism profile of the Costa das Baleias with a professionally developed, higher-positioned leisure offering.

The concept deliberately moves beyond the conventional model of a densely built water park.

Generous aquatic landscapes, contemporary slides and attractions, family and children’s areas, together with quieter lounge and retreat zones, are intended to be carefully integrated into the surrounding tropical environment.

The leisure offering is to be complemented by high-quality gastronomy, service and hospitality areas, as well as flexible spaces for the future integration of additional attractions.

The focus is not on maximising the number of individual attractions, but on the quality of the overall experience – architecturally, technically and operationally conceived to a standard relevant to international partners and operators.

Aqua Paradise Baiana is conceived as an independent development project within a phased destination strategy.

Under the planned development sequence, the Premium Beach Resort is intended to be developed and realised first. Aqua Paradise Baiana would subsequently form a further independently structured development phase with its own visitor profile, positioning and economic perspective.

The conceptual relationship between the two projects creates additional potential synergies across hospitality, leisure, gastronomy and tourism demand without making Aqua Paradise Baiana operationally dependent on the resort.

The long-term objective is therefore not the creation of a single resort complex, but a diversified tourism destination comprising several independently positioned offerings.

The Costa das Baleias combines an extensive Atlantic coastline, the Mata Atlântica, the Abrolhos region and established nature- and marine-based tourism.

The region already possesses a distinctive tourism identity, combining exceptional natural qualities with the continued professionalisation of its tourism sector.

For Aqua Paradise Baiana, this creates a compelling environment: an established natural and holiday destination with existing tourism demand, combined with significant scope for professionally conceived, higher-positioned leisure and hospitality developments.

The project is intended to complement this regional identity through a contemporary, landscape-integrated leisure destination rather than overlay it with an interchangeable mass-market concept.

The continued development of tourism in Southern Bahia is being accompanied by further improvements to transport infrastructure and regional accessibility across the Extremo Sul da Bahia.

Of particular interregional importance is the BR-101, one of Brazil’s principal north-south transport corridors. Ongoing infrastructure investment along this axis is expected to strengthen mobility, logistics and the long-term accessibility of the coastal region.

Regional air connectivity also offers additional potential. In Teixeira de Freitas, operational and administrative preparations towards the reactivation of commercial passenger services are progressing.

Caravelas provides the Costa das Baleias with an additional regional airport location whose future operational and commercial development forms part of wider state infrastructure planning.

Aqua Paradise Baiana is currently in an early concept and project-development phase.

PERBRA is presently structuring the project’s positioning, usage logic and overall development architecture. Final dimensions, attraction mix, technical systems, operating structure and investment phases are deliberately being defined only as the project progresses.

This approach preserves the opportunity to integrate relevant international expertise at an early stage, before key technical and economic parameters are finalised.

For the next development phase, PERBRA is opening a project-specific dialogue with selected co-developers, construction, engineering and technology companies, as well as strategic project and capital partners from Europe and the United States.

Particular opportunities for collaboration exist with companies whose expertise in project development, construction, leisure architecture, water technology, engineering or complex technical infrastructure can make a substantive contribution to the further development and subsequent realisation of the project.
